Swimming Pools & Spas


  • No permit is required if the pool or spa is less than twenty-four inches (24") deep.
  • No permit is required for a self-contained portable spa that has a locking cover and no direct plumbing or electrical connections.
  • A pool barrier is required for all areas surrounding a swimming pool. This barrier may include an alarm device for any doors that lead from the home into the pool area. An affidavit certifying the installation of such an alarm may be submitted in lieu of an alarm inspection.
  • All swimming pools are required to be enclosed by a security fence or wall with a minimum height of at least four feet (4') high, with no larger than four-inch (4") gaps through or under the fence, with a self-closing and self-latching gate before the pool is plastered and filled with water. No double gates allowed.
  • Set back is five feet (5') from property line to water's edge on an interior lot. No portion of the pool may be located within a dedicated easement.
  • Set back is minimum five feet (5') from the building foundation. A 1-to-1 setback is needed from the building foundation if the depth at water's edge closest to the house is greater than five feet (5').
    • Example: If the water's edge closest to the house is six feet (6') deep, then the minimum set back is six feet (6') from the house.
  • P-traps are prohibited.
  • Site plan must be approved by utility company prior to submitting for a permit.
  • Pool water may not be discharged onto adjacent properties. Water from the backwashing of pools is to be drained to the street storm drain and not onto adjoining property. 

Pool Shade Structures & Outdoor Kitchens

  • Structures such as a pool shade structures, patio covers, and outdoor kitchens are considered separate and shall be applied for separately from the pool permit. You can find more information about these types of structures under the Accessory Buildings webpage.
